I'd argue that it could be seen either way. Just two years ago, during "Masterpiece" he completely ignores the cute girl trying to get his attention because he's arguing with Rossi. In "Pleasure is My Business," he could barely get the words out to the madam when asking her about client sexual proclivities. He also, despite being very kind and compassionate, has difficulty connecting emotionally with people, IMO.

Does this mean I think he doesn't notice or like girls? Of course not. I even think he's had sex, dates, and manages to flirt somewhat. But I find it hard to see him in a relationship. I also believe we all bring our own perceptions and wishes to how we view our characters on TV shows.
