Once I poured over an official FBI "rules" document and found no mention of anything pertaining to fraternization at all, let alone it being "forbidden." The only thing that might have been a reference is that 'agents in charge' are not allowed to give gifts to agents they are in charge of. ;P So no presents from Hotch for Christmas. :( lolz.
