In Valhalla Emily mentioned that she is in Italy. I think they probably told her that Emily is alive, she is her mother after all, and she is an ambassador, but she should have been at the funeral anyway.
We don't see the whole crowd so I guess they thought why pay the actress when we can just assume that she is there somewhere off camera.
