For whatever it may be worth, I impulsively jumped to the Frankenstein theory the moment it was established that the UNSUB was collecting body parts: that, plus an unholy delight in inclement weather, instantly totaled up. (I was rather surprised when my out-of-left-field notion was borne out by the story, though.)
