Question about 7x01

criminalxmindsI just started watching Criminal Minds again after taking off for a couple of years, so I just watched 'It Takes a Village.' When Reid is being questioned by Senator Cramer, Cramer says that Reid is 'the only one who has not requested reinstatement to the unit.' And then nothing! No explanation for that at all.
In the last episode of Season 6, Hotch said they could all leave if they wanted, but nothing about having to be reinstated. Does anyone know what Cramer was taking about?
