Why do they specify that he's covered in tattoos? Are the clues in his tattoos? Or do TPTB just really hate ink? I don't know why but that struck me as weird.

Fairly probable the clues are in the tattoos, because of the episode title referring to the saying "a picture is worth a thousand words".

That was my exact line of thought too. Tattoos are pictures. Pictures say a thousand words. That's where the episode title comes from!
