Each show as a 'bucket' that it pulls from. CM has theirs. Sheen $$ has his. CSI and NCIS have theirs. The newly released $$ isn't necessarily allocated to a new show or an existing show. Production costs are on the rise so it could simply go to cover day to day operations. In my professional life, my budget gets cut all the time, so I have to give up something. The $ doesn't go anywhere else, it's just to help with profitability.
Keep in mind that CBS "shares" CM with ABC, so ABC get some of the $$. I'm not sure how all that works but they don't want their rival to get more $$ from them than they have to.
We don't know the full story behind Cook or Brewster and we probably never will. Given how ruthless CBS has been in the past with mouthy stars (the CSI fiasco a few years ago, anyone?), there may be an option or two out there for the actresses we just don't know about?
