With all the continuity errors in Garcia's backstory, I'm pretty close to just fanwanking that she, like the Joker, prefers a "multiple choice past."

It could be that they were step-brothers and she's grown up most of her life without them so, she mostly sees herself as a single child?

Well, we know "Garcia" was her stepfather's name from Season One, so perhaps they were children of her stepfather's first wife, and she was the only child of his second? If her stepfather was the visitational parent from the divroce, depending on the amount of custody, she could have been around them enough to recognize a tadpole uniform but still consider herself an only child and have escaped the day-to-day sibling rivalry.
