I'm a Mom of a small child, so I can give you a guess, even though I am not positive. From what we have seen of him, he is walking (there was an episode where Hotch was watching a video on his cel phone of his sons first steps, and playing with a ball) and given that in season one you see Jack as a newborn, I would guess he is around 2 years old. Not more than about 2 1/2. Language skills vary wildly from child to child, and girls tend to talk sooner than boys (but boys on average walk sooner than girls...) I would say his speech is limited to very basic concepts like "I'm hungry", or "want milk". At that age kids are still learning words, so nothing overly complicated. And LOTS of questions about everything around them.
Hotch's son was born shortly before "The Fox" in Season One. That would make him a little under two by the end of Season Two. His verbal skills would most likely be very limited, probably only to single words, two-word sentences if he were highly advanced. However, if the Hotchners taught him sign language he would be easily capable of two-word sentences. Motor skills and verbal skills generally develop at the exense of each other (though this is not always the case) so the more advanced you write Jack verbally, the less motor skills he will have.
