Hotch mentioned that the likely result of his getting formally put through the wringer would be budget cuts and reassignments. If TPTB's true ambition is the dissolution of the unit, then it makes sense that neither Morgan nor anyone else would have been sounded. Of course, not much has been clearly established either way, but it does sound like Strauss is fishing for major structural changes, not just Hotch's head on a plate with parsley and caper berries.
