Not one of the best episodes IMO, but not the worst, either.
Interaction between the cops and the FBI was interesting. It was a nice change from the OMG.YAY. Poor cops though - the cop that was killed when the Unsub lit the mannequin on fire? That was like, wow, don't go by yourself!
Garcia was speaking French a lot - is this a throwback to that trip with Kevin that was mentioned many moons ago? I can't remember where they were supposed to go, or if they've already been.
Nice bits of history with Morgan and how he interacted with everyone. Hotch was all in control and wow, I was freaked there for a moment with the unsub.
Not so much of the rest of the team there, but Todd is growing on me, so who knows. I may even grow to like her. Emily and Reid, we need more of. Rossi, too.

Hmm. Not much else I remember about this episode. BUT, where has all the Morgan/Garcia interaction gone? They never speak anymore, seems like.
On a more technical note, how big is a .357 bullet? Because it seems like a couple of those guys took a while to die, and even if he wouldn't have hit the spinal cord directly, the force from being shot would have generally blown either the jugular or the oesophagus apart, so at most, it shouldn't have taken more than a few seconds. Unless it only did take a few seconds and I'm just nitpicking.

.357's kinda mid-sized; he could have definitely gone bigger, but it's got a lot of stopping power. However, it's not really the size of the bullet that would dictate how huge a hole is torn. =) If the UnSub was using hollowpoints, sure. There's be a LOT of damage and insta-death. But if he's using regular run-of-the-mill "I just bought these at Wal-Mart" bullets - it would take a few seconds of suffering.
I had a moment myself where I was like... you should die more quickly. But, then it struck me that the UnSub probably wouldn't get specialty bullets - they'd be more expensive and easier to trace.
