My cousin has is and he isn't a germaphobe either. It's just that OCD usually comes with the phobia and the way the unsub was wiping his hands and using a bar of soap once then throwing it away, he definitely had it.

My guess is that the urge compelling him to take Stan was stronger than his germ phobia.
