It screams suspicious, doesn't it? And by the time the team enters the UNSUB (who looks utterly stunned) is already being cuffed and an almost so cool he's cold Hotch sorta throws out a "I tried to stop him" and that's it. ...Yeah...that's a little concerning to me.
Honestly, in the state that Hotch is in, I think he would just shoot. He left the scene way to quickly, and I agree it was very suspicious how it went down. I wouldn't mind seeing Hotch turn into a vigilante, or something along those lines (not another Elle) but I think we'll see more questionable tatics from Hotch that might get him into trouble.
I hope you're right, that it was the UNSUB and not Hotch that shot the man. I just noted that who shot the guy wasn't shown which concerns me some because, since the gun was being pointed at Hotch ("Don't tell me what to do!!") before it panned outside, we don't get to see what happened between that and Hotch, fully in charge, cuffing the UNSUB while the father is shot dead.
Though an argument against Hotch having anything to do with the shooting...that sort of vigilante justice behavior Hotch would highly likely consider a form of Foyet winning; changing Hotch (he's never been pro-vigilante), and making him more like the killers he hunts. That would be something Hotch would never stand for. Ever.
