Oh, I agree that CM and CM:SB are apples and oranges when it comes to casting and budgets. And I'll probably be stoned for my next comments, but after rewatching the series premiere (which did NOT have JJ in it) and "Compulsion" (where she mebbe had 3 minutes screen time)... it wasn't as glaring as I thought it would be. Oh, in my perfect little universe, AJ and Paget would still have their full-time status roles, but it's not gonna happen. I have a feeling CBS is in the "Law & Order" mindset where they can rotate characters and keep the franchise going.
I'm not necessarily surprised that they pulled in another "name" to help boost initial viewership for CM:SB especially because it's now a mid-season replacement. I haven't watched "24" since the opening ep of S2 because the graphic torture just turned me completely off (although I do watch CM and they can be pretty graphic as well...). Per my SO, Garofalo did a decent job on "24" and he enjoyed her much better than Chloe.
Still, it's the need for the 'name' that IMO shows how vulnerable the spin-off is, even more than it's mid-season replacement status. Now, if they did something interesting like transfer JJ or Prentiss to the new unit... (which will never happen but...)...
